The Singapore International Arbitration Centre (SIAC) has announced the appointment of Mr. Samuel Leong as its new Deputy Registrar, effective 18 August 2025.
Mr. Leong, who rejoined SIAC as Supervising Counsel on 1 March 2023, previously served at the SIAC Secretariat from 2012 to 2014. Before rejoining the institution, he practised international arbitration, both as counsel and arbitrator, with a leading global law firm in Singapore. Since his return, he has been a key senior member of the Secretariat, noted for his effective leadership and contribution to SIAC’s case management excellence.
Widely recognised in the field of arbitration, Mr. Leong has earned numerous accolades. He has been named a Global Elite Thought Leader and a “most highly regarded” Future Leader in Arbitration by Lexology Index (formerly Who’s Who Legal), featured in The Legal 500’s International Arbitration Powerlist for Southeast Asia, and recognised as a Thomson Reuters Stand-out Lawyer. Peers have described him as “one of the leaders of the next generation,” praised for his “impeccable knowledge of arbitration,” “deep understanding of arbitral procedures,” and his “bold and creative writing style.”
An alumnus of the University of Malaya (LL.B.) and Columbia University School of Law (LL.M.), where he was a Fulbright and Harlan Fiske Stone scholar, Mr. Leong is admitted to the Malaysian Bar and is fluent in Bahasa Melayu and conversant in Mandarin Chinese.
The SIAC Secretariat currently comprises 17 lawyers qualified in 13 jurisdictions.
